The legal requirements for the inspection of Work at Height Personal Protection Equipment are covered by the following:
Lifting Operations and Lifting Equipment Regulations 1998
L.O.L.E.R addresses the specific risks associated with the use of lifting equipment. Thorough examination and inspection are key requirements of the Regulations.
6 Months for equipment used to lift people.
12 Months for all other lifting equipment subject to the requirements of L.O.L.E.R.
Work at Height Regulations 2005
If you are self-employed, an employer or someone that controls work at height activities, the regulations apply. The primary purpose of the Work at Height Regulations is to prevent injury and death from a fall from height.
Provision and Use of Work Equipment Regulations 1998
Regulation 23 requires work equipment to be marked in a clearly visible manner with any markings appropriate for reason of health and safety. Each item having a unique individual number ensures traceability.
Documentation, record keeping and traceability are fundamental aspects of L.O.L.E.R Thorough Examination. Following the examination process, a pdf version of the Record of Thorough Examination will be forwarded for your records.
Points to Note:
Personal Protective and Lowering Equipment can be categorised broadly by the material from which it is made, i.e. metal and textile. Both types are affected by different types or mechanisms of damage. Plastic hard hats / helmets should be regarded as textile.
Textiles / Webbing age naturally. Manufacturers should indicate when a product should be retired and removed from use.
The general rule is:
Ten years from manufacture, unless otherwise stated by the manufacturer.
Five years from first use, unless otherwise stated by the manufacturer.
Manufacturers are required to include user instructions with the product including a statement of obsolescence.
Established via the Thorough Examination process. Use, wear and tear and damage may reduce the life span of the item.
